This comes up in nearly every first conversation, usually phrased as a choice. It isn't really one.
They're different tools. Asking which is better is like asking whether a drill beats a saw.
Google Ads buys visibility. You're at the top tomorrow, you pay per click, and the day you stop paying you vanish completely.
SEO earns it. Takes months, costs effort instead of per-click fees, and keeps working long after the work stops.
Neither of those is the noble choice. Renting is fine when you need somewhere to sleep tonight.
You need leads this month. A new business can't wait six months to discover whether anyone wants what it sells.
Your work is urgent. Plumber, tow truck, emergency callout — people search, pick from the top, and phone. Being fourth organically is worth less than being first on a paid line at 11pm.
You're still guessing. Ads tell you within days which services people actually search for and what words they use. That's worth knowing before you write forty pages of content around your assumptions.
The term is unwinnable. Some phrases are owned by national directories with enormous authority. Paying to sit above them is more realistic than trying to outrank them.
You can wait. If your sales cycle is long and this quarter isn't life or death, earned rankings are dramatically cheaper over time.
Your margins are thin. Customer worth fifty dollars, click costs twenty? That maths doesn't work and no amount of optimisation fixes it.
You know things. Local search rewards content only a local operator can write, and it's the one arena where a small business genuinely beats a big one.

Ads amplify what's already there. If the site doesn't say clearly what you do, prove you're credible, and make contact effortless, you're paying good money to send strangers to a page that loses them. Then concluding ads don't work.
Fix the destination first. It's cheaper than any campaign and it improves every channel at once.
Sort the website. Finish the Google Business Profile — free, and for a local business often worth more than either channel. Run modest ads on your highest-value services while content builds underneath. Then pull ad spend back to the terms that stay expensive to earn.
The ones who do best aren't the ones who chose correctly. They're the ones who fixed the website first and were patient about the rest.
